TOPS

TOPS is a Dutch recruitment and staffing agency specialising in connecting skilled tradespeople with employers in outdoor work sectors. Operating for over 20 years, the company focuses on green works, agriculture, infrastructure, and construction placements across the Netherlands. TOPS takes a consultative approach to job matching, looking beyond CVs to understand individual capabilities, motivation, and professional development aspirations. The company emphasises sustainable career-building through finding appropriate role placements rather than transient assignments.

TOPS specialises in four main outdoor work sectors: green works (gardening, landscaping, environmental), agriculture, infrastructure (road maintenance, utilities, civil works), and construction. The company places skilled workers including horticulturists, agricultural technicians, infrastructure workers, and construction tradespeople in positions matching their expertise and career goals. TOPS operates a vocational school (TOPS Vakschool) offering accredited evening training programmes and apprenticeships for emerging outdoor work professionals (Aankomend Hovenier programme), supporting skills development across the workforce.

The company maintains locations in Bodegraven and Steenbergen, serving employers and job seekers across the Netherlands. TOPS emphasises that outdoor work requires the right human qualities and mindset, with the company committed to understanding individual circumstances, capabilities, and aspirations to create sustainable job placements. The agency targets experienced tradespeople seeking career growth and development within outdoor work sectors.
