Regiebouw calls itself the partner of bouwend en installerend Nederland, matching supply and demand for self employed tradespeople since 1997. It works as a specialist in the inleen of ZZP professionals, taking on contract forming, urenregistratie, facturatie and payments so clients and freelancers can concentrate on the work itself. A team of 30 Regiebouwers works on what the company calls maximale ontzorging of its relations, offering solutions op maat, building personal relationships, staying involved and working pragmatically.

The work is concentrated in construction and technical installation. Available assignments are grouped into Bouw, E-Techniek and W-Techniek, and self employed tradespeople can register free of charge, in about two minutes, to join the network and reach the ZZP portal. On the client side the company offers full outsourcing of ZZP inleen, whether that means a temporary solution, a more structural flexible layer or bringing an employer's own pool of ZZP professionals under management, and it also publishes a Scorekaart so employers can see where they stand.

Compliance is the reason Regiebouw gives for choosing it. Since 1 January 2025 the Belastingdienst has been enforcing the rules on schijnzelfstandigheid, so how an assignment with a ZZP professional is arranged, and kept that way in practice, matters. The company says working compliantly with ZZP professionals in construction and engineering remains entirely possible but takes time, knowledge and attention, and that its NEN-4400:1 certification together with its raamovereenkomst indemnifies clients against possible naheffingen and fines.
