Personnel by Elsie is a locally owned employment agency based in Windsor, Ontario, serving Windsor and Essex County. It was founded in 1992 by its president, Elsie Budwig, and describes itself as a full-service agency that does not specialise in any one industry.

It recruits for skilled trades such as electricians, welders, CNC machinists, machine builders, mold makers and toolmakers, and millwrights and mechanics. It also fills professional roles including buyers, IT technicians, accountants and controllers, software developers, sales associates, and managers and supervisors.
