Integrity Staffing Services is a family-owned staffing company founded in 1995 by David Hartley and his wife Shelley. Hartley had worked as a journeyman welder at Norfolk Ship Building & Dry Dock, now BAE Systems, and saw a need for better shipyard staffing support, so the company first served the shipbuilding industry. Shelley brought expertise in accounting and management.

Over the following 30 years it expanded into heavy industrial, light industrial, manufacturing and administrative work for clients across Virginia and the Gulf Coast regions. It also names hospitality and professional as specialties. Heavy industrial roles it fills include heavy equipment operators, facility maintenance, electricians, welders and carpenters.

The company offers contract staffing, contract-to-hire staffing, direct hire recruiting and payrolling. It says it serves all of Virginia, the Mid-Atlantic and Gulf areas from three offices, in Virginia Beach, Newport News and Winchester.
