Cabinet Raviat Et Owen Conseil is a French executive search firm that recruits by direct approach for local authorities. It looks for senior executives, managers and experts for large territorial bodies. Sylvie Raviat founded it in March 2008. She had worked at the town hall of Conflans-Sainte-Honorine from 1984 and joined Cabinet PROGRESS in 1997 to develop its local authority department. Ninon Owen joined the firm in late 2014 as executive assistant.

Its clients include cities, urban communities, departmental councils and regional councils, among them the cities of Lyon, Nantes and Toulouse and the Île-de-France regional council. The firm says it draws on a database of 8000 active CVs, a network of contacts in local government and the public sector, and Sylvie Raviat's 28 years of dealing with local authorities. It is based in Paris.

It commits to presenting several candidates who match the agreed criteria. If no hiring decision follows the first presentation, it carries out a second selection without new fees, and it takes the assignment back without new fees if the chosen candidate withdraws within twelve months of starting.
